The proposal would repeal parts of endangered species laws that were put in place 35 years ago, and would mean federal agencies could decide for themselves whether construction projects such as highways, dams or mines might harm endangered animals and plants. Thousands of such consultations take place every year.
California senator Barbara Boxer told the Guardian that without endangered species laws, animals including the grey whale and bald eagle would be severely affected.
