Demand from users who normally get their coal from Shanxi is expected to exceed supply by 200 tonnes this year, the report said.

Many of Shanxi’s coal miners were operating beyond their certified production capacity, the report cited Wang Shouzhen, of the Shanxi Coal Bureau, as saying.

This dealt a further blow to Shanxi’s fragile environment, it said, creating more dust pollution and ground subsidence, and increasing the disruption of land and of underground water flows.
