US climate bill seen as sign of political shift

Environmentalists on Thursday hailed as a milestone the subcommittee approval of a US Senate bill to cap greenhouse-gas emissions.

The bill will be debated by the Environment and Public Works Committee, and the bill's supporters hope they will approve the measure by December, at the same time as a key global conference on climate change meets in Bali, Indonesia.

The bill calls for the US to adopt a target of 15% reduction in greenhouse gas emissions by 2020.
